Yes you get foreign tax credit but around 25% of it is non qualifed dividends that you have to pay higher taxes on. Why not put VTI in taxable and VXUS in Roth. If you had bought VXUS in a taxable account at the end of 2020 and have 35% marginal income tax rate and a 4.5% state tax income rate, by the end of 2021 you would have had approximately 0.73% of your original investment owed in taxes.
Much of the time, VT contains less than 50% foreign, whereas VXUS is 100%. This doesn't matter much, either; the percentage of foreign taxes withheld on dividends is fairly small, though of course it depends on the size of your investment and dividend yield.
