If a service goes offline because of some cert I don’t even get made anymore. It happens to Microsoft, to CA’s, to google. Starlink was down less than an hour, and hopefully they will build some redundancy in to address this failure condition. A cert failure is probably the base case scenario to uncover a single point of failure. It depends what you consider an outage. Maybe try doing a traceroute when the service isn’t working, and see if the packets being dropped are on Starlink, or the regional connection.
