If you setup one for each spec it can copy across toons too. It does also work with talent loadouts, gear, etc too. Found an addon called Button Forge. It will let you create new action bars that look the same as the WOW UI. I just created 3 new action bars with this addon and disabled those bars in WOW UI.

My reasons were that first, default unitframes just don't have enough customization going for them. And Edit mode lacks quite a lot of features. While action bars look good and get the job most of the time, they are not as flexible as weakauras. Default glow is also awful, not sure if there is an addon to change it. Targeting enemy.
