The abundance bar is bugged, it doesn't refill until you try fishing there again. I don't know specifics on respawn, but the little lake by those three well fenced houses seemed to respawn to 100% every 3 days or so. As other people have said, the bar indicating replishment is bugged until you fish in it again.
