The number says 103 but Overwatch calculates it differently. TF2 and old quake fov is measured in 4:3. 90 fov in TF2 is 106 in 16:9. 103 fov in Overwatch is equivalent to something like 90 in TF2 or CSGO. And it’s the max you can go to. This tool lets you compare OW’s FOV to other games.
