You contracted Justfly to book your tickets. That isn't free. You also contracted them to process a refund for you with the airline. That isn't free. They are charging you $200/ticket (from the link above) for that service. What the airline agrees to give you doesn't matter. You didn't book with the airline.
I should also add that their reviews elsewhere all are in the 4-5 range. So perhaps you should encourage others to leave a review on big consumer review sites like Yelp and Google. You leave a one star review for the latter because you bought a flight with them through the former and they didn't include the baggage you wanted. I think I know where the problem lies. They have no contact department for billing questions and you can only get a hold of sales people, who give you the run around when trying to get to someone in billing.
