The second vent line should run to the "out" side of the fuel filter. Your fuel filter should have two ports on one side of it; one goes to the carb and the other to the vent on the gas tank. This lets the psi above the recommended 4psi (I think) run back into the gas tank so that line is not really a vent but a return line from the fuel filter.

Sep 21, 2010 · If you suspect that the fuel return line is blocked, a simple test to do would be to remove the fuel return line and blow through it. If you can do this, then it is not blocked. Another test you can do is to put a fuel pressure gauge in the return line, run the engine through idle to about 1500 RPMs, and see what it reads. I took the old metal tank out of my 89 and used a 20 gallon tank for a 94 or 95 YJ with the in tank pump. It needed a supply and return line so I used a corvette regulator mounted to the frame back by the tank therefore only running one line forward to the fuel rail.
