Jake brake not working on high.

Just had ECM replaced and now Engine Brake (Jake) does not work. New ECM was programed to show unit has engine brake. Has anyone encountered this situation and most importantly what is the fix. Cummins in Irvine could not get it to work.....suggested going to repair facility that is familiar with Monaco chassis and wiring.And while the 6.7L exhaust brake won't bring you to stop. It does a great job of holding your speed down a grade. I don't use my EB to SLOW me down, But rather to HOLD my speed.
