Why wont my fourwheeler start.

Got it home and checked the belt and clutch seams good pulled the starter out (note starter has been hanging on occasion) starter appears to be in good shape. Pulled the recoil off and checked Bendex not sure how it's supposed to act. If you use the rope it will start every time but the key is a crap shoot. My thought was an ignition timing issue but do not know what to look for.
