Not for now atleast. As it was pre-WoD, you just had to do the quest-intro in Hellfire Peninsula to get the portal to the Blasted Lands. But as of now, IF I remember correctly, you will have to build your garrison lvl1 for it to appear. You cant use the Dark Portal to get to outland anymore anyway.
