Dinos levels are 1-30 then multiplied by the difficulty setting (default 5) and then multiplied by the difficulty offset (this goes 0 to 1 but most servers have this set to 1) So by default dinos levels go, 5,10,15,20 etc to 150. The default setting is 1, and it increases the max level of wild dinos by 30 each level for each point you increase it with. I've found that changing some of the ini files to increase the difficulty in other ways is a more effective way to make the game harder. I also increase the taming speed compared to the difficulty level. If on difficulty 4x then taming speed is also 4x or there about.
