Yuzu can do 60fps no problem even with rain as long as you use GPU NORMAL (instead of high). I'll try this, with Yuzu at default settings I get 30-40fps with the 60fps mod enabled so it just runs in slow motion. The latest free update has made it crash on the title screen a few times.

I just found that on top of installing the 60FPS mod, you can set the resolution in Yuzu to 75% with AMD FSR enabled, and get solid 30 FPS everywhere without any noticeable visual degradation. 50% scaling also looks great and you get massive frame rates.
